The New York State Education Department licenses some 48 professionals, including chiropractors.

Dr.Tom Taylor of Lackawanna contacted them about the conduct of one of his colleagues.

He expected to be told by the Department that an investigation might take some time. Instead, he received a letter that his concerns might not be investigated at all.

Dr. Taylor believes a fellow chiropractor was falsifying findings to satisfy an insurance company he does work for.

The letter Dr. Taylor received back from the Education Department said they were having staffing issues.

Dr. Tom Taylor, Lackawanna Chiropractor: "It said back in the days when we were fully funded we would have been able to launch an investigation in this case. But, with the lack of people and staff cutbacks we are no longer able to investigate this case."

Mike Igoe: "You have to be shocked by this."

Dr. Taylor: "I was very shocked."

2 On Your Side asked the State Education Department in Albany about the letter.
